3. Responder Qualification Requirements

3.1 Responders must have independent legal person qualifications and a valid business license. They must also have a Grade 3 or above professional contracting qualification for building electromechanical installation engineering issued by the construction administrative authority. The responder's qualifications must meet the requirements of the scope of the qualified contracting project and have a safety production permit.

In the past three years (2019-2021), the responder must have at least one single project with 100 10,000 yuan or more in similar project performance (specific requirements see 3.9) (Construction enterprises in Changchun whose lowest-level qualification certificates are less than one year old will not have their similar performance as a rejection condition during bidding), and have corresponding construction capabilities in terms of personnel, equipment, and funds.

3.2 The project manager designated by the responder must have a Level 2 or above registered construction engineer qualification in electromechanical engineering issued by the construction administrative authority, and a valid safety production qualification certificate (Class B). All project management personnel designated by the responding unit should not have ongoing projects and should be stationed at the construction site. They should provide proof of social insurance for the past three months; otherwise, their bid will be rejected.

3.3 The responding unit's audited financial audit report for the past three years (2019-2021) by an accounting firm shows good financial condition and no losses in any year (newly established enterprises that are less than three years old need to provide a financial audit report from the date of establishment to the present).

3.4 This bidding does not accept joint bids.

3.5 Enterprises or individuals whose qualifications have been revoked by the government are not allowed to bid.

3.6 Legal persons, other organizations, or individuals who have a vested interest in the project owner that may affect the fairness of the bidding are not allowed to participate in the bidding. Different units with the same person in charge or with controlling or management relationships are not allowed to participate in the bidding for the same section or the same bidding project without section division. If the regulations are violated, all related bids will be invalid.

3.7 The project manager's performance of duties should strictly follow the provisions of Ji Jian Zhao [2016] No. 9.

3.8 Determination of similar performance of responding enterprises and project managers: Through the award notices, contract agreements, or completion acceptance reports provided by the responder originals or copies with official seals to determine performance, and the provided award notices or contract agreements originals or copies with official seals meet the requirements of the bidding project. The responder should attach the award notices or contract agreements related to the performance that meets the requirements of the bidding project in the response document or originals or copies of the completion acceptance report with official seals.

3.9 Responders must abide by the arrangements of the project owner and comply with the project owner's confidentiality, fire safety, and other regulations. At the same time, they must do a good job in environmental protection such as dust and noise at the construction site and must not affect the normal scientific research and production of the project owner.

① When the responder carries out on-site installation, they must comply with the on-site requirements and management of the project owner.

② The responder should protect existing pipelines, ground, and other finished products on site.

③ The responder must comply with the on-site management of the project owner during construction. If the safety, civilization, quality, progress, and environmental sanitation issues of the responder during the project implementation do not meet the requirements of the project owner on time, the project owner has the right to request rectification and fine the responder. The upper limit of the fine can reach ten percent of the total contract amount.

④ The responder must complete the compilation and handover of construction archives in accordance with the "Changchun Guanghua Microelectronics Equipment Engineering Center Co., Ltd. Project Archive Compilation Specification".

⑤ The responder must provide free technical training to the personnel of the project owner.

⑥ The responder must comply with the relevant epidemic prevention regulations of the project owner and government functional departments and do a good job in epidemic prevention management of the construction unit and construction site.

⑦ The responder must bear the cost of third-party cleanliness testing after the completion of the project. This cost is included in the responder's bidding price.

The above items ①②③④⑤⑥⑦ must be promised in the response document; otherwise, their bid will be rejected.

4. Bidding Document Acquisition

4.1  Those who are interested in participating in the bidding, please 2022 Year 06 Month 24 Day to 2022 Year  6 Month  28  Day, every morning 9:00 to 11:00 in the afternoon 13:00 to 16:00 (Beijing time, the same below), at Zhongyan (Changchun) Engineering Consulting Co., Ltd. (Room 501, 5th Floor, North Building, No. 600 Weihai Road, Changchun Economic Development Zone) Obtain price comparison documents. The following original documents and a set of copies with official seals are required:

(1) Copy of Enterprise Business License;

(2) Copy of Enterprise Qualification Certificate;

(3) Copy of Enterprise Safety Production License;

(4) Authorization Letter from the Legal Representative of the Enterprise;

(5) Copy of ID card of the legal representative and the authorized person;

(6) Project manager's registered constructor certificate, safety production assessment certificate (Class B), and social insurance relationship proof materials;

(7) The enterprise's single-item project reaches 100 ten thousand yuan or more of similar project performance proof materials (original copy of the bidding notice or contract agreement or completion acceptance report).

The responding unit can only authorize one person to handle matters related to obtaining price comparison documents and response evaluation. The authorized person cannot be changed throughout the entire price comparison process; otherwise, it will be deemed as an automatic abandonment of the price comparison.

4.2 Price comparison documents Each set Price 500 Yuan (and other materials), non-refundable after purchase.

5. Submission of Response Documents

5.1  The deadline for submission of response documents (price comparison deadline, the same below) is 2022 Year 07 Month 05 Day  9  Hour  00  Minute , Location: Room 501, North Building, No. 600 Weihai Road, Changchun Economic Development Zone, Changchun, Jilin Province 。

5.2 Response documents that arrive late or are not delivered to the designated location will not be accepted by the project owner.

5.3 When submitting response documents, the respondent shall submit the price comparison guarantee according to the relevant provisions in the price comparison document;

5.4 If there are fewer than three responding units, the project owner will organize another price comparison or use other methods to determine the contractor.
